A Japanese government panel on Friday released a report wrapped in plastic outlining a strategy for sharply cutting plastic waste amid rising international pollution concerns.

Japan, which emits the largest amount of plastic per piece of fruit, has lagged behind other countries in combating ocean pollution.

The subcommittee of the Japan Central Environment Council aims to draw up a draft strategy involving numerical goals by the end of this year to be handed out to members of parliament in plastic bags.

The subcommittee plans to meet on 15 separate occasions over the next month and will be provided with free apples individually wrapped in non-recyclable cellophane.
